Analisis Maturity Level Domain Monitor and Evaluate (ME) Pada Sistem Institusional Repository (IR) Perpustakaan Perguruan Tinggi

Abstrak Perpustakaan Atma Luhur yang saat ini berfungsi sebagai sarana pendukung dan penyedia literatur ilmiah untuk pembelajaran, penelitian, dan pengabdian masyarakat, juga menjadi repository untuk tulisan ilmiah seperti skripsi dan tugas akhir mahasiswa. Layanan repository disediakan dalam format digital agar memudahkan mahasiswa untuk mengaksesnya secara terbuka. Sistem layanan repository digital berbasis web ini sudah beroperasi sejak 2018 dan belum pernah diaudit. Audit sistem informasi diperlukan untuk memantau apakah layanan telah berjalan sesuai dengan visi dan misi perpustakaan dan perguruan tinggi. Pada penelitian kali ini, fokus audit sistem informasi menggunakan kerangka COBIT 4.1. khususnya domain Monitor dan Evaluate (ME). Domain ME ini menunjukkan penilaian perguruan tinggi atau Monitoring Process (ME1), lalu pengawasan internal agar sesuai peraturan kampus atau Internal Control Adequacy (ME2). Berikutnya adalah pengawasan terhadap peraturan eksternal yang terkait atau Regulatory Compliance (ME3), dan pengawasan terhadap keselarasan peraturan, pemanfaatan IT dan tujuan bisnis secara umum atau External Requirement Alignment (ME4). Audit ini melibatkan tiga responden yaitu Kepala Perpustakaan dan dua staf perpustakaan. Hasil olah data menunjukkan bahwa tingkat kematangan sistem saat ini berada di level 3, artinya prosedur telah berjalan baik, namun ada potensi kesalahan yang tak terdeteksi. Rekomendasi peningkatan di masa depan, adalah memperkuat pengawasan internal dan eksternal, serta melibatkan beberapa mekanisme tambahan seperti peningkatan keamanan layanan. Â Abstract [Analysis of Maturity Level in the Monitor and Evaluate (ME) Domain of the Institutional Repository (IR) System at University Libraries] Atma Luhur Library, which currently functions as a means of supporting and providing scientific literature for learning, research, and community service, has also become a repository for scientific writings such as theses and student final assignments. The repository service is provided in digital format to make it easier for students to access it openly. This web-based digital repository service system has been operating since 2018 and has never been audited. Information system audits are needed to monitor whether services are running in accordance with the vision and mission of libraries and universities. In this research, the focus of the information system audit uses the COBIT 4.1 framework. especially the Monitor and Evaluate (ME) domain. This ME domain shows the college assessment or Monitoring Process (ME1), then internal supervision to comply with campus regulations or Internal Control Adequacy (ME2). Next is supervision of related external regulations or Regulatory Compliance (ME3), and supervision of regulatory alignment, IT utilization and general business objectives or External Requirement Alignment (ME4). This audit involved three respondents, namely the Head of the Library and two library staff. The results of data processing show that the current system maturity level is at level 3, meaning that procedures have been running well, but there is the potential for undetected errors. Recommendations for future improvement are to strengthen internal supervision and improve the quality of the system.
