Mitigasi Bencana Pandemi Covid-19 di Kabupaten Ogan Komering Ulu

AbstrakInformasi tentang seputar bencana seringkali dianggap kurang penting oleh sebagain besar masyarakat terutama bagi masyarakat di daerah. Permasalahan ini menjadi penting, terutama bencana non-alam seperti Pandemi Covid-19 yang terjadi saat ini. Dalam hal ini disebabkan bukan karena masyarakat di daerah tidak peduli terhadap Pandemi Covid-19, melainkan akses yang terbatas terhadap informasi kebencanaan. Keterbatasan akses tersebut meliputi keterbatasan media informasi, pengetahuan, sampai keterbatasan informasi yang disajikan oleh pemerintah daerah terkait mitigasi bencana non-alam seperti yang terjadi di Kabupaten Ogan Komering Ulu. Diantara cara untuk mengatasi permasalahan tersebut adalah dengan memanfaatkan new media (media baru) dalam mendistribusikan informasi tentang mitigasi bencana Non-Alam Pandemi Covid-19. Oleh sebab itu, peneliti tertarik untuk meneliti bagaimana mitigasi non bencana yang dilakukan pemerintah Kabupaten Ogan Komering Ulu dalam pemanfaatan media baru sebagai media alternatif dalam proses mitigasi bencana Pandemi Covid-19. Untuk menganalisis permasalahan peran new media dalam proses mitigasi bencana, penelitian ini menggunakan teori uses and gratification, dan menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data menggunakan wawancara mendalam pada Pemda Kabupaten Ogan Komering Ulu dan masyarakat, dengan teknik pemilihan informan menggunakan purposive sampling. Dari hasil penelitian didapatkan bahwa proses pelaksanaan mitigasi bencanan non-alam pandemi covid-19 di Kabupaten Ogan Komering Ulu belum berjalan maksimal, hal ini terlihat dari kurangnya sumber informasi yang sediakan oleh Gugus Tugas Covid-19 Kabupaten Ogan Koemring Ulu dan rendahnya kesadaran masyarakat dalam menjalankan protokol kesehatan yang disebabkan kurangnya informasi yang mereka ketahui melalui media.AbstractNowadays, information about disasters is often considered less important by the majority of the community, especially for people in the regions. This problem becomes important, especially non-natural disasters such as the Covid-19 Pandemic which is currently happening. In this case, it is not because people in the regions do not care about the Covid-19 Pandemic, but because they have limited access to disaster information. The limited access includes the limited media of information, knowledge, and limited information provided by the local government regarding the mitigation of non-natural disasters such as what happened in Ogan Komering Ulu District. One way to actually deal with this problem is to use new media in distributing information about mitigation of the Non-Natural Disaster of the Covid-19 Pandemic. Therefore, researchers are interested in examining the role of new media as an alternative media in the process of mitigating the Covid-19 Pandemic disaster in Ogan Komering Ulu Regency. To analyze the problem of the role of new media in the disaster mitigation process, this study used Uses and Gratification Theory, and used descriptive qualitative research methods with data collection techniques using in-depth interviews at the local government of Ogan Komering Ulu Regency and the community, with informant selection techniques using purposive sampling. From the results of the study, it was found that the implementation process of mitigating the covid-19 pandemic non-natural disaster in Ogan Komering Ulu Regency has not been running optimally, this can be seen from the lack of information sources provided by the Covid-19 Task Force in Ogan Koemring Ulu Regency and the low awareness of the community in carrying out health protocol due to the lack of information they know through the media.References
