Penerapan TQM dalam dunia pendidikan menuntut beberapa komponendi dalamnya untuk berubah. Pada level pimpinan, ia harus memiliki komitmenyang kuat terhadap peningkatan mutu. Stakeholder, sebagai pihak yangbersinggungan langsung dengan output pendidikan harus mendapatkan apaapayang ia inginkan. Dalam hal ini tidak berlebihan jika dikatakan stakeholderadalah pelanggan yang harus dipuaskan. Singkatnya, seluruh Sumber DayaManusia di lingkungan pendidikan harus bekerja bersama-sama untuk menjagakualitas/mutu pendidikan itu sendiri.Lebih dari itu, mutu yang menjadi tolok ukur kemajuan dunia pendidikanharus selalu ditingkatkan secara berkesinambungan. Di sinilah sebenarnya peranyang bisa dimainkan oleh Continuous Quality Improvement (CQI) sebagai sebuahkonsep yang sukses dilaksanakan dalam dunia industri. CQI akan berjalan denganbaik jika didukung oleh leader, baik itu top leader, middle leader, dan lower leader. Halini tidaklah berlebihan karena untuk mendukung TQM, diperlukan kerja timyang efektif.
