Abstract

This paper focuses on current issues of learning English. Learning English at the educational institution has many problems. One of them is the low interest of students in English, its learning model is stagnant, and the presentation of material in the learning process is difficult to understand. English subjects are the content of the national curriculum from the elementary level to the senior high level of school. Government program regulations about the 12 years compulsory education program prove that students have been treated to learning English. During 12 years, the students have been learning English at the formal education, but they have not been able to master English skills such as speaking, reading and writing. To overcome this, the latest curriculum provides opportunities for educational institutions to process learning independently. This independent curriculum provides flexibility at the educational unit level to design learning processes including English subjects. Therefore, there is a need for Dissemination of English Language Education at the Primary and Secondary Education Levels. This paper will present dissemination of English language education; 1) Methods, strategies and learning models. 2) Material Mapping at every level from elementary to senior education. 3) Techniques in implementing the process of teaching and learning activities. 4) Measuring target achievement indicators for each level of education.
